Tokai National Higher Education and Research System (THERS) has long been engaging in carrying out administrative reform programs under the two sets of principles; "enhancing global competence" and "contributions to regional revitalization."

THERS was given AA+ and AAA ratings from the Rating and Investment Information Inc. (R&I) and the Japan Credit Rating Agency Ltd. (JCR) respectively for its effort of enhancing transparency for every stakeholder over its business administration and thereby securing funds from multiple sources.
